Greenview Land Use Bylaw Update
Project
The Municipal District of Greenview (Greenview) is undertaking a project to update the Land Use Bylaw (LUB) in 2025. Greenview’s current LUB was adopted in April 2019, prior to the dissolution of the Town of Grande Cache, which is now a Hamlet within Greenview.
Purpose of the Project
- Integrate the Hamlet of Grande Cache, and its Land Use Framework into Greenview’s Land Use Bylaw while minimizing potential impacts and divergent policies on growth.
- Preserve or enhance rural area policies under the Current Greenview bylaw to add more permit exemptions, help home-based businesses, fix issues seen over the past five years, and provide for more development options.
- Simplify land use in Grande Cache, enhance business opportunities throughout Greenview for home-based offices, and enhance Hamlet/ Commercial development options.
Background Information
In Fall 2024, a Land Use Bylaw Steering Committee was formed to review Greenview staff-recommended changes to land use regulations, approve engagement strategies used to ensure public participation and deliberate on how we can best integrate or balance the diverse options provided to administration by the public as we consult changes to the Land Use Bylaw. The Bylaw review is seeking to reduce red tape, improve rural landowner opportunities on their property and integrate the Hamlet of Grande Cache Land use Framework into a single land use bylaw for the MD of Greenview. The Committee contains both Council and public members selected from across the diverse areas of Greenview to ensure our broad interests and values are considered when establishing how the development and management of land use in Greenview will occur.

This updated bylaw replaces both the previous Greenview Land Use Bylaw (Bylaw 18-800) and the former Town of Grande Cache Land Use Bylaw (Bylaw 799), creating one clear and consistent framework for development across the entire municipality.
This update became necessary when Grande Cache was incorporated as a Hamlet of Greenview, and Bylaw 25-1000 fulfills Council’s commitment to make land use regulations more transparent, more consistent, and easier for residents, businesses, and developers to navigate.
Developed by Administration under Council’s direction—and supported by valuable input from the Land Use Bylaw Steering Committee—the new bylaw focuses on integrating Grande Cache, supporting rural landowners, reducing regulatory barriers, and expanding opportunities for growth. Extensive public engagement helped shape the final draft, including nine open houses held in January 2025. Community feedback, summarized in the “What We Heard Reports,” played an important role in refining policies and ensuring the bylaw reflects local needs.
Bylaw 25-1000 fully brings Grande Cache into Greenview’s land use system and helps prevent potential conflicts as future development progresses. It strengthens rural planning by introducing more permit exemptions, improving flexibility for home-based businesses, and addressing challenges identified by Council and residents over the past five years.
This unified bylaw marks a significant step forward in supporting responsible development, improving clarity, and ensuring Greenview remains a great place to live, work, and invest.

The new bylaw replaces the previous Greenview Land Use Bylaw (Bylaw 18-800) and the former Town of Grande Cache Land Use Bylaw (Bylaw 799), providing a single platform for development across Greenview. The requirement for these changes began when Grande Cache became a Hamlet of Greenview, and Bylaw 25-1000 delivers on the goal to make land use regulations more transparent, more consistent, and easier to use across the entire municipality.
Administration, under Council direction and with input from the Land Use Bylaw Steering Committee, developed the draft bylaw with the goal of integrating Grande Cache, supporting rural landowners, reducing regulatory barriers, and expanding development opportunities. Public engagement was a key part of the process, with nine open houses held in January 2025, and feedback gathered in “What We Heard Reports” used to guide revisions.
Bylaw 25-1000 fully includes Grande Cache into Greenview’s land use framework and will avoid conflicts with future development plans. It improves rural policies by allowing more permit exemptions, supporting home-based businesses, and solving problems identified over the past five years by the Council and residents.
At the time of the first reading, only minor updates were made to the draft bylaw in preparation for approval of the first motion. These included:
- Permits Not Required - Accessory buildings which have a floor area of less than 15.0 m2 (161.5 ft2 ) within any Hamlet
- Provide a clearer diagram for Figure 6-1
- Revert CR-1 Livestock Animal Equivalents back to 50 fowl and 30 rabbits
- Add a definition for "weed(s)".
- Apply Wild Hog Fencing regulations to all districts allowing Hogs as livestock, Terminology changes from “solar farms” to “solar installations.”
- Addition of “Employee Accommodation” as a discretionary use on Crown land.
- Section 9.8 Direct Control (DC) Districts, Remove the “s” after the word “District.”
With these updates, the draft was deemed ready for Council consideration. The first reading was passed, initiating the formal approval process and allowing the bylaw to proceed for further readings and potential adoption.
